Resolution

A good webcam should have a good resolution and only then picture and video will be of good quality. The highest resolution of transmission for most webcams is 640 * 480 and the transmission speed is 30 frames per second.  This is the standard for any good webcam and you must look for it before buying any cheap webcams. Even though expensive webcams with higher resolutions are available, experts believe that 640 * 480 is the best for clear picture and audio/video transmission.

Connection

The connection between the webcam and the computer is important for the performance of the webcam. When you look at the technical specifications of the camera, check the type of connection: whether it is USB 1.1 or can be USB 2.0. Most cheap webcams offer high resolution and come with USB 2.0 connectivity. There are expensive webcams that come with faster connectivity of up to 480 Mbps.

Zoom

While we cannot expect cheap webcams to have high quality zoom, we have to se have to see if the camera can transfer high quality video and picture from a certain distance. Most cheap webcams come with 2X or 3X zoom, which is sufficient for common voice chat. High end web cams even come with 8X zoom and are used in video conferences in offices.

Microphone

Given the main use of these cameras, it is important that the cheap webcams that we buy come with a microphone which should be good enough for two-way communication. It should be able to clearly transfer our voice to the listeners. We can even buy a separate microphone or if we want to save space and cables, we can look for a webcam that has an integrated microphone. While the sound quality may not be particularly good, it does allow us to communicate with our caller without problems.
